By participating in the development of legislative and regulatory texts, we ensure that the decisions taken reflect the reality of our sector. This involvement in exchanges with public authorities helps develop balanced regulations that are adapted to the needs of companies in the cosmetic ingredients sector.

Highlighting the Complexity of Our Industry

The cosmetic ingredients industry is complex and faces many constraints, not only regulatory ones. We work to raise authorities’ awareness of these challenges so that they are taken into account in policy decisions. By emphasizing the diversity of ingredients and the specificities of our sector, we contribute to a better understanding of our needs.

Defending the Interests of the Industry

We represent the interests of the profession before decision-making bodies, both at the national and international levels. Our positive influence is reflected in regular exchanges with French Ministries (the Ministry of the Environment, the Ministry of Agriculture, the Ministry of Research, the Ministry of Foreign Affairs and Customs, the Directorate General for Enterprise…), as well as with organizations such as ANSES, ANSM, and the DGCCRF.

These interactions give us the opportunity to put forward the viewpoint of cosmetic ingredient manufacturers from the earliest stages of drafting laws and regulations. They enable us to propose concrete, tailored solutions that address the challenges of our industry.

Representation at the European and International Levels

Our work does not stop at national borders. We collaborate closely with our European association, EFfCI, to contribute to discussions at the European level.

EFfCI actively participates in the European Commission’s working groups (WG on Cosmetics, nanomaterials, UV filters…). It also maintains regular exchanges and joint actions with European associations in the value chain: CEFIC, Cosmetics Europe, IFRA-IOFI…
Thanks to our European and international network, we strive to influence decisions taken on a global scale to ensure regulatory coherence beyond our borders.

EU Deforestation Regulation (EUDR)

Regular exchanges are held with the Ministry responsible for this issue, including the transmission of members’ questions and practical cases.
Driven by INGRECOS, we initiated inter-federation and ministry discussions in 2024 to establish regular updates on EUDR developments. We also forward anonymized questions, practical cases, and critical points from members of the various federations to support discussions at both the French and European levels.

To keep its members informed of the latest EUDR news, INGRECOS maintains regular exchanges with CESIO/CEFIC and participates in the MEDEF Task Force on this topic.

DSI & Cali Fund

INGRECOS was invited to take part in discussions with the Ministries to prepare the COP16 negotiations concerning the DSI component. The topic is monitored regularly through inter-federation and Ministry exchanges.

Joint Inter-Federation Letters on Nanomaterials

We contributed to and signed joint letters with other federations to clarify the industry’s position on the definition of nanomaterials with the DGCCRF.

Nagoya Protocol Tools with French Ministries

Driven by INGRECOS, we initiated inter-federation and Ministry exchanges starting in 2019 to establish regular updates on international, European, and French developments related to access and benefit-sharing laws for biodiversity and the Nagoya Protocol. We also forward anonymized questions from our members regarding existing legislative texts.

These exchanges have resulted in several practical tools available to our members:

  • a practical form for responding to authorization/declaration requests
  • an explanatory document on derivatives
  • an explanatory document on the temporal scope
  • questions and answers on EU due-diligence declarations
  • a France country sheet (discover the sheet below)

We are also proud to have contributed to Ministry discussions by sharing members’ questions regarding the definition of a cultivated resource. Companies can now use a practical tool jointly developed by the MTECT and the MAA to determine whether a resource falls within the cultivated-resource scope.

ABS Country Profiles

We co-developed ABS country profiles to help our members navigate the requirements of the Nagoya Protocol. They are structured into 21 sections and include questions on key points submitted to the National Competent Authorities and Focal Points.

Online Nagoya Workshops

To build on the work carried out for the country sheets, the federations involved, including INGRECOS, have organized workshops with National Competent Authorities / Focal Points to deepen the understanding of local laws.
In previous years, INGRECOS co-organized five editions of a full-day biodiversity/Nagoya Conference with contributions from NCAs/Focal Points (2016, 2017, 2018, 2020, 2023). The new workshop format now better aligns with current member expectations.
